Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) serves the South Hampton Roads region with campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, a regional Visual Arts Center in Olde Towne, Portsmouth, the TCC Jeanne and George Roper Performing Arts Center in the downtown Norfolk theater district, and a regional Advanced Technology Center on its Virginia Beach Campus. Forty-five percent of the region's residents who attended a college or university in Virginia last fall were enrolled at TCC.

TCC is the largest provider of higher education and workforce development services in Hampton Roads, enrolling over 39,000 students annually—the second largest undergraduate student body in the Commonwealth of Virginia. The thirty-fifth largest community college in the nation, TCC is among the twenty fastest-growing large two-year institutions in the United States. The college’s economic impact on the South Hampton Roads region is $300 million annually; it generates some 3100 jobs in the local economy. For each $1 in public support provided to it, TCC generates $3.54 in revenue for the region.

The college is committed to meeting the region's education and training needs as it advances the quality of life of the region through an educated, globally aware, and technologically engaged citizenry. It has been nationally recognized for its work in incorporating the best of technological advances into the teaching and learning process, and was recently cited by the American Council on Education as one of eight “Promising Practices” colleges and universities in the country for its work in international education. TCC students do as well as the native university students when they transfer to four-year schools, and area employers consistently register high levels of satisfaction with the performance of their employees who are TCC graduates.

Tidewater Community College is a two-year higher education institution in South Hampton Roads consisting of multiple campuses in the cities of Chesapeake, Norfolk, Portsmouth, and Virginia Beach, the largest of which is located in Virginia Beach. The college, founded in 1968, is known locally as "TCC", and colloquially as "Virginia Beach University", or in the case of the Portsmouth campus, "Harvard on the James". It is the second-largest community college in the entire Virginia Community College System and the 37th largest in the whole United States. It offers a great wide variety of vocational and transfer-oriented degrees and certificates for prospective students, including a nursing program, truck driver training and culinary arts degrees. The college serves as the largest higher education provider in all the land of Southeastern Virginia.

All the roadways in the Virginia Beach and Portsmouth Campuses are maintained by the Virginia Department of Transportation as State Route 350, State Route 420, and State Route 367 respectively.
